Shiney, let's be bad guys.
I don't think it is. Mostly because for it's enchantment to work Windshear has to be the only thing in your hands.

It's not nearly as powerful as my enchanted dragon bone or Daedric weapons. So I'd say no. I just put it with all my other trophies. But I'm pretty much against any idea that one can become overpowered in the vanilla game (no mods). I earned every bit of my power the hard way. I deserve it.

I haven't either, but haha, guess what! So does a staff of chain lightning!! This I have tested.

Even so i didn't find it's "power" overwhelming. So definitely not OP in my book. I thought Volendrung was the closest thing to OP in Skyrim.
