You can leave for Solstheim at lvl 1, without even touching the main storyline further than necessary (Helgen), there is no minimum level for the cultist attack, I was attacked lvl 3 on expert, as soon as I was given the Horn quest, I didn't even do that one at all, just left straight for Solstheim.

I almost never play the main storyline, but I'm always a Dunmer, so I travel to Solstheim lvl 1 all the time.

To get to solstheim you need to at least get to the grey beards mission and learn the 2nd unrelenting force shout. Then while walking around cities cultivsts will attack you read the letter and the mission will start

Interesting, I think doing the Dragonborn quest at level 5 or 10 would be tough. Perhaps not. The cultists didn't come after me until I was at 40. I had just walked thru the Whiterun gates and they were on me.
I had to kill them. tsk tsk.

I had the cultist come after me at like level 30-40 after a couple of Greybeard quests.
