I need help in Oblivion lowering my Infamy

I am currently on The Path of the Righteous.

I am stuck because the game won't let me don the Boots of the Crusader - I know it is because my Infamy is 28 (I did both the Thieves' Guild and Dark Brotherhood quest lines before trying the Kot9 to clear my Infamy.)

I've tried re-doing the Pilgrimage path to the Nine Wayshrines (no good) and praying at every chapel altar (still didn't work.)

Also, I have no current bounty.

Only 28 you say? Well go close all the oblivion gates. Think that gives 1/2 fame per sigil stone.
Can go battle in the Arena. That nets you nice fame. Think it's about 30/40 from start to becoming the Grand Champion.

Or I think you could try to put on the Cowl of Nocturnal which resets it to something. Maybe you can try complete it that way?

Yet I'm confused at why you can't re-do the Pilgrims way. Are you sure you prayed at all nine? Not accidentally going back to one you had just been to?

If I'm not mistaken, I think doing the Mages Guild and/or Fighter Guild increased your fame, decreasing infamy.

I believe it also helps if you do nice things for people (rescue the kidnapped Argo, help the folks trying to start a town but are caught in a goblin war, etc...). Me, I do that and I go from city to city and just pray at the main shrine and wait. It's annoying, but, eventually it works.
