Is that a requirement? I usually use the carriage to travel to the smaller holds for the first time, so I guess I've never noticed.
Well, boatloads of places as long as you don't actually need a boat. I recently discovered that almost every port has some guy with a rowboat that will take you anywhere on the coast (to any port). While that's cool and all, I wonder if a rowboat is really what you should be using to travel the coast of the Sea of Ghosts.
That is truly weird. I have never seen that before.
I just checked the wiki and, apparently they can indeed be killed and you can take their stuff (with the exception of the one that takes you to the Thalmor Embassy). That makes sense. I had that guy in Whiterun die one time during a dragon attack and his horse and cart sat their forlorneley for the rest of the game.
