How to get Vlindral Hall?

I've lived in every house apart from the one in Markarth and I really want my new character to live there. I've become Thane of Whiterun, done 4 bounties for the steward in Markarth and 1 for the Jarl himself. I've killed Nimhe for Calcelmo, delivered a ring to Calcelmo, cleared the Hall of the Dead, delivered a potion to the Steward and bought a book to a blacksmith, but it appears that I've made absolutely no progress. Someone help?

Reading through this page, Vlindrel Hall, it seems that you may also need to find Hrolfdir's Shield, and that quest is only offered at level 20. You also need 12,900 septims (but you probably knew that already).
