yes, a dark elf is the best option to take.
they make the best assassin builds.
Dark Elf's can be any type of player. Mage, because they have bonus to magic skills. Warrior, because their ability is good for close ranged combat, and have a resistance to fire, to name a few.

dark elves are the best because....

they are great illusionists and plus they are good at stealth. and the only disadvantage and its the same for all characters and races is....they are all good for something and that's the reason why this game does not allow you to choose all perks.

because each race is for theif/assassin/warrior/mage and etc, will each have there own abilities.

Dark Elf's aren't the best, the game was designed so any race can be as good as another.

I liked the build you made except you don't need all the alchemy perks because you could just look up the uses of the ingredient unless you will be roleplaying that much and the 5/5 for the sneak perk makes the other perks that help keep you undetected obsolete so you could pet those extra perks in pickpocket so you can train then steal your gold back to help conserve gold. But other than that a great build! Good job keep us posted if it works out please!!!!!!

Critical, nice build but if you are using the DB or Nightingale armor you shouldn't get the Heavy Armor perks unless you want to make a Heavy armored Assassin.

Oh yeah, I am just going to make a normal Assassin, I don't like playing Nightblades. Will this affect my Vampire Lord character?

I've gone up that side of the tree in order to smith Daedric weapons, if you go up the light side I believe its not possible too!

Critical is right, you should go up the right side of the smithing tree to get daedric weapons, and you still get the best light armor which is dragon.
