Gotcha. I'll pick up some leather armor, and iron sword or dagger, put it on Master, and not smith or enchant anything, the next time I fight him. Leveling Up Help
No exploits. I am using full Death Brand armor (smithed to Legendary) and my armor rating is a tad over 1,000. My dragonbone bow (named it Dovakiin Bow - soul trap) does about 418 damage. Fos Ro Dah > as he was getting up, hit him with a couple of dragonbone arrows > pulled out my good ol buddy...- jamzwayne

Enchanting glitch, perhaps?
Similar issue happened to me (PS3). I created some really awesome smithing potions (+142). I had the goods to create a total of 10. Well, later on, after gathering more ingredients, I was only able to create potions with +124. I was using the same gear (ring, necklace, gloves, falmer helm...- jamzwayne

Well, once you reach lvl 80 and have the chance to fight him, you will be disappointed. I took him down in the matter of seconds, plus his armor is nothing compared to what I am wearing now.
