Imperials or Stormcloaks, what one?

I chose Stormcloaks. f***fing Imperials wanted to chop my head off! Couldn't forgive them for that! Moreover, I have more faith in humans than I have in gods, so I don't like the Thalmors' attitude.

Guards-Attack with Low Bounty

Could it be that they've become hostile since I am a Stormcloak??

Sheathing or unsheathing my weapon didn't help. The thing is I can't pay my fee, they just try to kill me!

My bounty in Haafingar is only 40, and yet when I try to get into Solitude, the Guards automatically attack me and everyone around gets hurt as well... Is there a way that doesn't involve the console to make my bounty disappear?? I can't even talk to the guards... Thanks..
