Sounds like you tried paying it off in front of the guards though. Have you tried going out of the Rift completely, paying off the bounty with console commands, then coming back to see if it worked? It may have just needed to reload. If you have and it didn't work, sounds like a bug to me. Sorry...
Have you tried using console commands to pay off the bounty? I read in another thread here awhile ago that that worked.

A good way to check if Lydia is dead or not, if she hasn't turned up yet, is to check the Hall of the Dead in Whiterun. The fact that you can have another follower doesn't bode well, as you can only have one at a time. :/ If she is dead, sorry for your loss. I lost her on my main character as...
"Stay out of trouble, elf!" or "Hands to yourself sneak thief!" And I'm always like, just walking past them to sell stuff when this happens. If I was sneak-crouching trying to pick a lock and they said that I would understand. But when I just walk past? Like really? Oh and another one, "What is...
Depending on the type of character you're playing, the DLCs have a lot of different weapons and armors to offer. Some very awesome ones at that. I'd get Dawnguard as soon as you can, it's a lot of fun and has some great rewards like different spells, armors and weapons you can only get from...
All three on different characters. But my favorite would have to be kind of a mix of magic and weaponry - Bound weapons. Love those things. I'm doing a build at the moment that will use those exclusively. That and magic in general of course are my favorite things to use thus far. :)

I'm going to just answer the original question here. On my main character, who is the only one at the moment who has enough coin to even consider purchasing properties, I only buy homes in places that I either want her to be Thane, places she visits often enough to justify the expense, or places...
I prefer the crosshair on. As Daelon said, I too have a hard time hitting anything without it. Took me a while to learn to sneak and aim a bow at the same time for this reason. Same with the crossbow and spells. Perhaps it's because I have a tiny TV to play on and have horrible eyesight even...
I agree with you, actually. Cicero and Sheogorath. Though Sheogorath to me is more on the random side, while Cicero is honestly, truly straight up crazy.
Not that that makes me dislike either. Just makes 'em both great and memorable characters. But still.

Couldn't tell ya. I only have two words for each at the moment, still working on getting the last one. I will say that even with only two words they're pretty powerful. I've killed Draugrs with one hit of Fire Breath before. :D
