This video gave me a clue about climbing the mountain on a horse. Thanks! An easier path is to jump on the rocky ridge in front of North Skybound Watch (8.34), which is about where I was when I watched this video, trying to figure out how to get up there. Jump on the ridge and its an easy climb up to the steps, and you are also past the troll.
