    Spawn enemies mod?

    I'm looking for a mod (or commands) that make enemies spawn around me, preferably out in the world and not some sort of arena. Like, I want 3 dragons to spawn in Solitude or werewolves to attack Whiterun. Anybody know of such a mod?
