How do you get the moth priest?

Skill tree question

so with Dawnguard there is suppose to be a werewolf and vampire skill tree but for some reason I don't see it at all. Does anyone know if it is a glitch or I have to complete a certain quest for it to be available? Other than that haven't had any problems with the DLC otherwise.
