Do the blokcing perks effect blocking with a 1 handed weapon?

I read on one website that the perks in the block tree, (not the shield related ones) work with 2 handed weapons, however it did not say it worked for a single 1 handed weapon. So does it work? Anyone who has points in block could just bust out a single one hander and find out for me. =) Thanks.
